IPBES aims to establish an interface between the scientific community and policymakers to build capacity for and strengthen the use of science in policymaking. In addition to UNESCO, UNDP, and FAO, UNEP is one of the UN co-partners of IPBES. We facilitate activities for young people to enhance their understanding, knowledge, and skills in relation to sustainable development, meaningful engagement, and the UN system. The Forum will provide a platform for young people to engage in a dialogue with Member States and other actors on concrete actions to rebuild from COVID-19 and to advance towards the implementation of the Sustainable Development Goals Decade of Action. Major Groups and other Stakeholders were integral to the development and adoption of the 2030 Agenda for Sustainable Development. Since its adoption, MGoS have been actively working towards its implementation, through projects, initiatives, advocacy, knowledge-sharing, and monitoring of the 2030 Agenda.

UN General Assembly decides to include stakeholder dialogue as part of preparations for the 1997 Earth Summit + 5, inspired by the UN Habitat Conference in Istanbul 1996, and by various stakeholders active at CSD. The 2002 World Summit on Sustainable Development succeeded in integrating Major Groups even further into the intergovernmental process. The post-WSSD time was also characterised by a growing intra-Major Groups collaboration that led to some tangible partnerships and new forms of cooperation. To implement the Major Groups structure formalized by Agenda 21, the Major Groups Programme was set up within UN DESA’s Division for Sustainable Development with the objective of incorporating the views of these sectors of society into intergovernmental processes.

UN MGCY facilitates the participation of young people through the circle of policy design, implementation, monitoring, follow up and review. For each activity a different set of tools is used ranging from consultations to advocacy to action plans and formal monitoring. In 2012, following the United Nations Conference on Sustainable Development, the Commission on Sustainable Development was dissolved and its mandate transferred to the High Level Political Forum, along with the Major Group system of stakeholder participation.

This major group does not include business establishments operated by membership organizations, which are classified according to their primary activity. Therefore, UNEP engages with the Farmers Major Group at the policy and programmatic level, for example in the transition to a Green Economy. We facilitate the collective participation of young people in official, formal and informal avenues of policy design, implementation, monitoring, follow-up, and review at all levels. The Chair's Summary of the multi-stakeholder dialogue segments reflected the areas of discussion covered during the dialogues and highlighted recommendations made by the Major Groups. Chair's summaries were included in the official report of each meeting.

The current range of formal engagement avenues within the UN include, but are not limited to, intergovernmental processes, policy processes, coordination mechanisms, partnerships, and UN entity specific engagement at all levels. Each UN process/avenue or cluster of UN processes/avenues have a corresponding working group. Use youth-led initiatives to identify best practices, map sample activities across thematic and regional contexts and exemplify how youth actions contribute to the implementation, follow-up and review of targets, indicators, and deliverables across various sustainable development frameworks. Facilitate capacity building processes and activities for young people aimed at enhancing understanding, knowledge and skills in relation to sustainable development, meaningful engagement, the UN system and its various technical and political processes and organs. Local Governments, represented by the Local Authority mtfrench, have an important role in environmental matters and can help to implement global agreements, influence policy and also contribute to safeguarding global common goods. Local Authorities or local governments can act at local level and when united through global Local Government Organisations, the collective impact can be significant.
